I got the air conditioning working again. Not sure how, but I left it off for sixteen hours, messed around with all the switches and breakers (none of which had tripped) and then, once I restarted it, got the fan on the heat pump moving again by shoving it with a stick.
We're down from 87 to 82 degrees. Progress!
