Tourists.
Tourist season in our nation's capitol is always annoying, what with oblivious tourists blocking the escalators, flooding the lunch places, locking their phasers.
Wait, what?
(Honestly, I have no idea why this bus was in DC.)

It’s a DC based company: Starfleet Transportation. What I want to know is, how do they manage an “unmatched” level of comfort in a school bus?
