How can such a thing be anything but horrific?

Another tragedy shakes the world as thousands, including children, are killed or buried alive in China. CNN Follow up Story
“As a result of the one-child policy, the quake -- already responsible for at least 15,000 deaths -- is producing another tragic aftershock:

Not only must thousands of parents suddenly cope with the loss of a child, but many must cope with the loss of their only child.”
I understand what CNN is saying here, but it seems rather distasteful. As if having additional children would blunt the pain of losing a child.

“Well, we lost our child, but at least we have a spare.”

I know that’s not exactly what they’re saying, but the implication is still there and it makes me very uncomfortable.
